Which Stage Is Your Child?

Car seat progression follows four stages. Each stage has specific requirements based on your child’s age, weight, and height.

Stage 1: Rear-Facing

Birth to max weight/height limit. The AAP recommends rear-facing as long as possible. Rear-facing reduces fatal injury risk by 71% for infants.

Safety Standards: FMVSS 213 & the New 213a Rule

Every car seat sold in the United States must meet Federal Motor Vehicle Safety Standard 213 (FMVSS 213), which covers frontal crash testing, harness retention, structural integrity, and labeling requirements. All seats that pass this standard are legally considered equally safe — there is no “safer” tier within the standard.

NHTSA’s star ratings measure ease of use, not crash safety. A 3-star seat installed correctly provides better real-world protection than a 5-star seat installed incorrectly. Installation quality is the single biggest factor in car seat effectiveness.

New for 2026: FMVSS 213a Side-Impact Testing

Effective December 5, 2026, all car seats for children under 40 lbs must pass mandatory side-impact crash testing under the new FMVSS 213a standard. Previously, “side-impact protection” was a marketing claim with no standardized test. After this date, it becomes a federal requirement. Check with manufacturers to confirm 213a compliance during the transition period.

For international standards, ECE R129 (i-Size) requires rear-facing use until at least 15 months. FMVSS 213 permits forward-facing after 1 year and 22 lbs, though the AAP strongly recommends extended rear-facing well beyond that minimum.

LATCH (Lower Anchors and Tethers for Children) uses rigid anchor bars between the vehicle seat cushion and back. Every car manufactured since 2002 has LATCH anchors. Important: LATCH has a weight limit — once your child plus the seat exceeds the vehicle’s LATCH limit (typically 65 lbs combined), switch to seat belt installation. Both methods are equally safe when done correctly.

Two shoulder straps, two hip straps, and one crotch strap converge at a central buckle. The chest clip should sit at armpit level — not on the belly or neck. No-rethread harness adjustment (standard on most modern seats) lets you raise strap height without uninstalling. The chest clip (also called the retainer clip) must sit at armpit level — centered on the sternum. Too high restricts breathing; too low allows the child to submarine under the straps in a crash. After every buckling, check that the clip is at armpit level and the harness passes the pinch test at the shoulder.
